The first step toward implementation of a noise ordinance in Sandy Township was approved by the supervisors at Monday’s meeting.
Supervisors Andy Shenkle, Kevin Salandra, Dave Sylvis and Mark Sullivan voted in favor of the ordinance. Chairman Jim Jeffers was absent from the meeting.
Now that the noise ordinance has been approved by the supervisors, the next step will be to hold a hearing with the Pennsylvania Liquor Control Board.
A noise ordinance enables the township’s police department to enforce noise-related issues, specifically with businesses and also in residential areas, using decibel meters.
The ordinance does not entitle a business owner or resident to make as much noise as they want, however, township Manager Shawn Arbaugh has said at previous meetings. The ordinance will just allow the local police department to handle those issues rather than their being referred to the the PLCB.
The township will need to pass a resolution asking the PLCB for a hearing on the noise ordinance for them to allow the police officers to enforce the ordinance.
At their Feb. 18 meeting, two township business owners asked the supervisors to consider passing a noise ordinance because ongoing complaints have erupted over the last three months against a business on Rockton Road. The owner believes those complaints have been unwarranted.
Right To Know policy
Sylvis said he was asked by Arbaugh, who was not present at Monday’s meeting, to bring up to the rest of the supervisors the fact that the township needs to upgrade their Right to Know policy.
“They have it listed under our Right To Know that Barb Miller is the contact for it,” said Sylvis. “I want to change that to read ‘the manager.’ The secretary treasurer, assistant secretary treasurer, there’s multiple people on there, so if someone is off like Barb is now, we still have the contacts there to be able to do that.”
The supervisors approved the resolution to make that change.
YMCA summer program
The supervisors also approved the YMCA Summer Park program agreement. Sylvis said it is the same as it has been the last several years. There will be no increases in prices or changes in time.
Liquid Fuel Allocation
It was announced that the township’s Clearfield County liquid fuel allocation for 2019 will be $11,864.84. The projects must be completed by Dec. 1 unless other arrangements have been made. The Liquid Fuels Program funds a range of projects to support construction, reconstruction, maintenance and repair of county roads, streets and bridges.
The township was notified by Francis J. Palo Inc. that a portion of Route 219 in the township is scheduled to be closed for construction from April 22 through Nov. 7. The Pennsylvania Department of Transportation announced that work will be done to rehabilitate two bridges on state Route 219 in Clearfield County. The bridges span Slab Run in Sandy Township near the on-ramps to Interstate 80 at the 97/DuBois-Brockway exit.
