A 45-year-old landscaping contractor was charged with home improvement fraud for taking money from a Red Lion victim, but never completing the work, New Castle County Police announced Thursday. 

According to authorities, a victim in the 900 block of Clydesdale Drive in the Rolling Meadows community reported on March 5, 2019, that they had paid Jeffrey Darrah of Darrah's Landscaping Contractor LLC to put up a fence, but the work was never started and the money was never returned. 

Darrah was charged with felony home improvement fraud greater than $1,5000 with a victim over 62, and he turned himself in at the New Castle County Public Safety Building on March 12, 2019. He was released on $3,000 unsecured bond. 

Anyone who has previously contracted Darrah or the landscaping firm to complete work that was never started or finished is urged to contact New Castle County Police M/CPL Tracey Duffy at 302.395.8172 or Delaware Crime Stoppers at 1.800.TIP.3333.
